A simple design using a CD4069

alternative to the 555.

=     Output of these ICs are weak for
the use intended (zapper)
=    This zapper will be moderately
efficient and will need longer periods to
compete with other (555) circuits. 
=     Consumption is very low.

For about $1.50 more, you can add :
=     An On-Off switch.
=     A LED "On" indicator (R=10k and high intensity LED)
=     To avoid going on negative side, even with spikes, a 33k has been added on the output.
=     To avoid the very low current output of a 4069 cell, 3 of them are now used as a buffered output.
=     It is quite easy to make a mistake when replacing a battery.  So, a diode protection against battery reversal
(1N4148, 1N914 or 1N4001 has been added.  This will reduce output voltage of 0.7V
